Normally with positive performance management, change should start at the top. Leaders are the role models. This is why you vision, mission and values need to be clear. A focus of time and energy is needed on these to bring them to life.  

Leaders need to be trustworthy and also give respect and trust to team members and colleagues to ensure collaboration with others is possible.  

They also need to focus on creating a working environment where people are held accountable and rewarded for achieving what they set out to do. These tend to align with the behaviours and values of the organisation.  

As the leader develops and strives to get better through working towards those three key steps, so will the individuals on the receiving end. They will become more motivated and likely to have those trusting and open conversations.
